Second-hand Goods Legislation

The Second-hand Dealer Project is a South Australia Police (SAPOL) corporate initiative aimed at addressing the role second-hand dealers and pawnbrokers knowingly or unknowingly play in the receipt and distribution of stolen property. SAPOL believes recidivist property offenders exploit opportunities to dispose of stolen property via the second-hand dealer and pawnbroker industry.

In June 2007, Cabinet approved $2.148M towards the development of a web-based Second-hand Dealer and Pawnbroker transaction management system (TMS). Introduction of the TMS together with automated matching against police stolen property reports is expected to result in significant increases in the identification and recovery of stolen property.

On 21 March 2011, Cabinet approved a revised submission to draft legislation and release of a draft Bill for public consultation.

Public consultation regarding the proposed legislative and regulatory reforms closed on 28 May 2011.
